Members of the Armenian IT Developmetn Council, an advisory body to the Armenian government met on November 9 2004 to discuss possible consequences of the revision of No License issued to Armenian Telecommunication Company (Armentel) in 1997. Armentel was privatized in 1997 and granted a license with a number of exclusive rights including exclusive rights for GSM and access to international data transmission services including Internet global network.
In November 2004 Armenian government revised the license and deprived Armentel from exclusive right to provide GSM mobile phone services. The government also revised part of the license related to exclusive rights of the company on the provision of international data transmission (Internet). services.
Though, Armentel will retain monopoly on international leased lines for data transmission services it will be deprived from exclusive right to supply Internet services to the local companies. Armenian ISPs will be allowed to lease international data transmission lines and purchase data transmission services from global providers of Internet services.
David Haroutiunyan, Minister of Justice of the Republic of Armenia who was responcible for the negotiation with Armentel concerning the revision of the company's license reported that several amendments to the license have been to enable the government of the Republic of Armenia to regulate telecommunications market.
Liberalization of Wi Fi IT frequencies has been also discussed during the meeting. GIPI representative has raised this issues and emphasized that in the light of new call metering tariffs the liberalization of Wi Fi is extremely important. Other Council members supported the request of GIPI representative. The Prime Minister requested the Ministry of Transport and Communication to consider the issue of liberalization and to report to the next Council meeting.
